3rd Africa Rice Congress, 21-24 October 2013, Yaoundé, Cameroon


Rice has always been a common staple for some countries in Africa. However, it is now also the most rapidly growing food source across the continent. The rate of urbanization in Africa is greater than in any other region of the world, and this means a shift toward convenience foods like rice. In 2009, Africa imported 10 million tons of milled rice, at a cost of US$ 5 billion. With high food and fuel prices predicted to last well into the current decade, relying on imports is no longer a sustainable strategy.

Rice sector development can become an engine for economic growth across the continent and contribute to eliminating poverty and food insecurity within Africa and raise the social well-being of millions of poor people. Development of the rice sector and related sectors will have considerable impact on the competitiveness of African economies and reduce the need to divert valuable foreign currency exchange to imports. In time, the achievement of food security in the continent’s major rice producing countries and their neighbors through regional trade in surpluses may lead to global export earnings for Africa’s rice sector.

Enhanced local production, processing and marketing will also mean that Africa’s cities will have access to affordable food. Rice production can create employment along the value chain and in related sectors, and lead to improved nutritional and health status of the rural agricultural poor.

This Congress will allow debating technological and institutional innovations, policies and partnerships needed to ensure that rice sector development becomes a veritable engine for smallholder and agri-business development and economic growth in Africa, contributing to food security, reducing imports and creating employment along the value chain.
